This is Atorina.
She is 18 and is the fairy of the family as she is the only non-guardian person in the family with fairy magic, though Butterina also has fairy magic, but that one doesen't count because she is the guardian fairy of the family.
She really doesen't use her magic very often, but rather rarely.
Her wand is not in the image because she forgot to bring it with her, and that is how she uses her fairy magic though that the only one that can use the magic by the wand that is the "Wand of Faetoda" is Atorina.
