After defeating Bacon, who was acting as the Rat's bodyguard, you arrive at the Rat's office, Cipher. He prefers to cooperate so you don't hit him, and gives you the location of where he says the Dragon is. Although you don't trust him, you have no choice but to go and check, but you take him with you in case it's a trap.
