Raiden Makoto, also known as Baal, was the original Electro Archon and twin sister of Raiden Ei. She ruled Inazuma, the city of eternity, after winning the Archon War with Ei's military support. Despite descriptions of her combat prowess as relatively weak among gods, Makoto was a capable leader who handled governance while Ei acted as her kagemusha for battles. She became one of the Seven after Ei conceded the position, recognizing Makoto's suitability. Makoto led Inazuma through the cataclysm 500 years ago, deploying all forces including Ei and top warriors. She pursued the 'human dream' as her vision of eternity, influencing Ei's later path. Makoto passed away, leading Ei to succeed her role indirectly.
